What this ranking measures—and what it does not

Definition

Total age dependency equals (population aged 0–14 + population aged 65+) divided by population aged 15–64, multiplied by 100.

Why it matters

The same total can come from a large child population, a large older population, or both. That distinction changes the services, time horizons, and policy questions involved.

Read with care

This is not the number of non-workers per worker. Many people aged 15–64 do not work, many older people do, and unpaid work is not represented.
